The Problem Of Good Intentions In Russian Energy, Part 2

Yu. Zhestin, the expert of Valve Industry magazine, dedicated the second part of the article to the problems of tender among large Russian companies. The author expresses an opinion that many of these problems arise as tender is applied not for the objects for which it was destined. The author comes to the conclusion that for a lot of cases tender procedures are inadequate to Russian social and economic conditions and he puts forward some ideas of limiting the using of tenders for procurement practice of large Russian private companies including RAO UES of Russia.
